Access to reliable, affordable, and adequate electricity supply is fundamental to the economic development of any nation. Recognizing this, Seychelles has established the Electricity Act, 2023, and the Utilities Regulatory Commission Act, 2023, to establish a comprehensive regulatory framework that ensures equitable access to electricity services across all economic sectors. These legislative measures aim to modernize the electricity sector, promote the integration of renewable energy sources, and uphold service standards, thereby supporting sustainable growth and wealth creation throughout the country.

In Seychelles only, the Generation section of the electricity sector has been liberalised. This will allow private sector participation within the electricity sector of the country. Private sector participation will be in the form of Independent Power Producers (IPP).
